MOAB BLM...What a joke!

An interesting situation took place about a month ago in the Moab area. A UTMA trail ride (advertised on the club's website showing the location and contact information for each ride leader) http://www.utma.net/home/content/2008-ride-schedule A couple weeks prior to the scheduled ride, the ride leader received a phone call from Moab BLM suggesting that the ride would require an SRP. The ride leader disagreed because he wasn't expecting over 25 riders. The night before the ride, Moab BLM called again and threatened a citation because the ride leader hadn't applied for an SRP. The morning of the ride, at the advertised trail head, seven (7) riders were preparing to depart when 2 BLM rangers arrived and again threatened a citation to the ride leader for not having a permit. Below you will find a 2 page letter that was sent by Moab BLM. Nowhere does it explain why 7 riders weren't allowed to ride with a guide. Nowhere does it explain what made this "organized" ride require an SRP. But, the BLM won because the ride leader left and the others rode around without a guide. I wonder how that "protected" anything?
